Requires public and private health plans, including Medicaid and state/local government employee insurance, to cover medically necessary fertility preservation procedures for patients diagnosed with breast or ovarian cancer when the cancer or its treatment may cause infertility

Coverage must follow guidelines from the American Society for Reproductive Medicine or American Society of Clinical Oncology, and services must be available through in-network providers

Insurers affiliated with religious organizations may opt out of providing this coverage if they object on religious grounds, provided they give written notice to insureds

Appropriates $158,600 for FY 2025-2026 and $69,434 for FY 2026-2027 from the State General Fund to the Division of Health Care Financing and Policy for Medicaid coverage costs and system upgrades

Takes effect January 1, 2026 for policies delivered or renewed on or after that date, with the Commissioner of Insurance authorized to suspend or revoke certificates of non-compliant health maintenance organizations
