Amends NRS 111.420 to explicitly authorize any person, including state and local governments and their agencies, to create, convey, record, assign, release, reserve, modify, terminate, or otherwise alter conservation easements

Adds "reserve" as a new authorized action that can be performed on conservation easements, expanding the list of permitted transactions

Changes the statutory language from passive voice ("may be created") to active voice clarifying who has authority to act on conservation easements

Maintains existing requirements that conservation easements must be accepted and recorded before rights or duties arise, and remain unlimited in duration unless otherwise specified or court-ordered
