Creates the Security Operations Center within the Office of the Chief Information Officer to provide cybersecurity services including real-time monitoring, threat mitigation, incident response, and cybersecurity enforcement to state agencies and local governments

Establishes the Account for the Security Operations Center in the State General Fund, authorizes acceptance of federal grants, and allows the Center to serve as fiscal agent for pooling federal cybersecurity funds

Requires using agencies to report suspected cybersecurity incidents (data breaches, ransomware, denial of service attacks, service disruptions exceeding 1 business day) within 24 hours and authorizes the Chief to impose additional oversight on non-compliant agencies

Mandates annual reports by January 1 assessing Security Operations Center effectiveness, including summaries of threats responded to, progress on duties, and upcoming goals, to be submitted to the Governor, Attorney General, and Legislature by July 1

Establishes the Cybersecurity Talent Pipeline Program in collaboration with the Nevada System of Higher Education to provide career development and working experience opportunities for cybersecurity students, subject to available funding
