Creates the State Public Charter School Facility Fund in the State Treasury, administered by the Executive Director of the State Public Charter School Authority, with money carrying forward each fiscal year rather than reverting to the General Fund

Authorizes the Executive Director to request the State Board of Finance issue bonds secured by the Fund to finance charter school construction, renovation, site acquisition, or building rental/lease, including facilities like dormitories, gymnasiums, and stadiums

Requires the State Board of Finance to determine sufficient revenue exists in the Fund to pay bond interest and principal before issuing any bonds

Permits school districts to levy a property tax for payment of interest and redemption of charter school facility bonds, with proceeds remitted to the State Treasurer for credit to the new Fund

Allows charter schools sponsored by the State Public Charter School Authority to apply for financial assistance from bond proceeds for eligible facility purposes
