Removes the requirement that peace officers, security guards, armed forces members, and federal officials must be acting within the scope of their employment to be exempt from The Background Check Act, and adds qualified retired law enforcement officers to the exemption list

Requires concealed carry permit applications and renewals to use uniform statewide forms prescribed by the Department of Public Safety, with firearm safety courses meeting standards established by the Nevada Sheriffs' and Chiefs' Association

Allows retired law enforcement officers who are not Nevada residents to apply to any sheriff in the state for certification as a qualified retired law enforcement officer under 18 U.S.C. § 926C

Prohibits the Central Repository for Nevada Records of Criminal History from charging background check fees to licensed firearm dealers when the check is required by federal law for a peace officer or qualified retired law enforcement officer

Sets permit application fees at no more than $60 plus background check costs, with renewal fees of $25 plus background check costs and a $15 late fee for expired permit renewals
