Defines "essential goods and services" as daily necessities including food and beverages, clothing, gasoline and energy, pharmaceuticals, housing, utilities, ground transportation, telecommunications, and internet access

Establishes violation occurs when deceptive trade practices cause price increases exceeding the 5-year average annual percentage change for that category as measured by the Bureau of Economic Analysis Personal Consumption Expenditures data for Nevada

Exempts conduct regulated by state, federal, or local agencies with pricing jurisdiction, as well as transportation network company fares and resort hotel prices

Does not create a private right of action, meaning only the Attorney General can pursue enforcement—individual consumers cannot sue under this provision
