State grant-making entities must provide written notice to private nonprofit corporations explaining the reason for delay when grant payments are not made within 30 calendar days of receiving a proper invoice

State grant-making entities must submit annual compilations of delayed payment notices to the Director of the Office of Finance and the Legislative Counsel Bureau by October 1 each year for transmittal to the Interim Finance Committee

The Office of Federal Assistance may coordinate with state grant-making entities to identify best practices for advanced grant payments, risk monitoring, and compliance with federal regulations (2 C.F.R. Part 200)

The State Plan for Maximizing Federal Assistance must include methods for administering advanced payments of grants to private nonprofit corporations

Effective July 1, 2026, and applies only to grants executed, renewed, or extended on or after that date; excludes the Nevada System of Higher Education from the definition of state grant-making entity
