Creates a new property tax abatement for residential rental property owners who do not charge nonrefundable pet fees or additional rent for companion animals, do not limit the number of pets (unless required by local ordinance), and do not impose breed or size restrictions (except for animals declared dangerous or vicious)

Abatement for pet-friendly landlords is capped at the lesser of $7,500 per property or $750 per qualifying unit, prorated based on how many months a companion animal resided in each unit during the preceding year

Total combined abatements under this section (for both fair market rent landlords and pet-friendly landlords) are capped at $10 million per year statewide

Landlords may still hold tenants liable for pet-caused damage and may require removal of companion animals that are out of control, cannot control bodily functions, or pose a direct threat to health and safety

"Companion animal" is defined as a domesticated animal owned for pleasure or companionship, including cats and dogs
