Expands regulation of vision insurance to cover all "providers of vision insurance," defined as any person who creates, sells, or administers vision benefit plans or discount plans, not just traditional insurers.

Prohibits vision insurers from controlling a provider's professional judgment, employing providers to deliver covered services, or withholding payment when an enrollee was eligible at the time of service.

Prohibits vision insurers from varying reimbursement rates based on a provider's choice of optical laboratory, lens supplier, equipment, professional association membership, or practice management software.

Prohibits vision insurers offering multiple plans from requiring providers to participate in all plans as a condition of joining any single plan.

Applies to vision benefit plans, discount plans, and provider contracts delivered, issued, or renewed on or after January 1, 2026, with provisions also applicable to local government and Public Employees' Benefits Program coverage.
