Expands eligibility for simplified rate change procedures for water and sewage utilities from those serving 3,000 or fewer persons to 4,000 or fewer persons, and from $2,000,000 or less in annual gross sales to $4,000,000 or less

Authorizes the Public Utilities Commission to allow qualifying small water and sewage utilities to file letters of advice to change fees (in addition to rates) based on a nationally recognized inflation index

Increases the revenue threshold for public utilities (other than small-scale providers of last resort) to use simplified letter of advice filings from $15,000 to $100,000 in annual gross operating revenue increase

Maintains existing letter of advice requirements for small-scale providers of last resort, which may use the simplified process for increases up to $50,000 or 10% of annual gross operating revenue, whichever is less
