Renames the "Victim Information Notification Everyday System" to a general "victim notification system" in the Office of the Attorney General, providing toll-free telephone and Internet access for crime victims to track offender custody status changes.

Renames the "Committee on Domestic Violence" to the "Committee on Domestic Violence and Sexual Assault" and expands its duties to include sexual assault awareness, training review, prevention programs, and oversight of the statewide sexual assault forensic evidence kit tracking program.

Adds new Committee members including one staff member from a sexual assault victim program, one sexual assault survivor, and one medical professional with sexual assault forensic evidence kit experience, while reducing domestic violence survivor seats from two to one.

Renames the "Account for Programs Related to Domestic Violence" to include "and Sexual Assault," authorizing the Ombudsman for Victims of Domestic Violence, Sexual Assault and Human Trafficking to expend funds for sexual assault-related training, victim assistance, and public education.

Transfers responsibility for recommending the department to operate the statewide sexual assault forensic evidence kit tracking program from the Sexual Assault Kit Working Group to the newly expanded Committee on Domestic Violence and Sexual Assault.
