Changes license by endorsement from discretionary ("may issue") to mandatory ("shall issue") for marriage and family therapists and clinical professional counselors who meet all requirements

Removes the requirement that applicants prove they have not been investigated by regulatory authorities in other jurisdictions; only proof of no disciplinary action is now required

Applicants must still hold a valid, unrestricted license in another U.S. state, territory, or the District of Columbia

Background check requirements remain, including fingerprint submission to the FBI and Nevada Central Repository for Criminal History

Board must notify applicants of any missing information within 15 business days and approve completed applications within 45 days unless denied for good cause
