Expands the Inland Port Authority Act to authorize creation of industrial parks adjacent to inland ports, allowing counties and cities to establish tax increment areas within these zones to fund infrastructure projects including drainage, sewerage, streets, rail, airports, and utilities through bond issuance

Tax increment areas capture property tax growth above baseline assessed values to pay for bonds and infrastructure debt, with a maximum 30-year duration; prevailing wage requirements apply to all construction work in these areas

In counties with 700,000+ population (Clark County), only the board of county commissioners may apply to create inland ports or industrial parks; the Office of Economic Development may also initiate creation with Board of Economic Development approval

Creates the Career Pathways Oversight Committee within the Department of Education to establish metrics, evaluate career pathways programs, and report findings annually; requires school districts to designate a coordinator for career pathways programs at each participating high school

Revises the Teacher Academy College Pathway Program to require completion of 2 academic years of teaching-related coursework plus 15 hours of work-based learning; expands tuition reimbursement eligibility to teachers who couldn't complete the program due to circumstances beyond their control, and clarifies that student loans don't reduce reimbursement amounts
