Authorizes the Administrator of the Division of Public and Behavioral Health to contract with mental health organizations to operate competency restoration treatment facilities within county jails in counties with populations of 100,000 or more (currently Clark and Washoe Counties), subject to sheriff consent and available funding.

Permits establishment of community-based programs for competency restoration treatment and defendant reintegration at locations outside forensic facilities, with services developed based on public safety, defendant needs, and available resources.

Requires a clinical review by the Administrator to determine appropriate placement of incompetent defendants among three options: secure division facility, jail-based treatment facility, or community-based program.

Mandates that the Division of Child and Family Services immediately accept placement of a child when ordered by a juvenile court, and if the facility is not best suited to treat the child, must provide treatment within its capabilities while helping identify a more appropriate facility.

Takes effect January 1, 2026, for most provisions, with immediate effect upon passage for juvenile placement requirements and preparatory administrative tasks.
