Excess funds in the Education Stabilization Account (amounts exceeding 20% of State Education Fund appropriations) must be transferred to the Department of Education for distribution to school districts proportionally based on student enrollment

School districts must submit expenditure plans to the Department of Education and receive approval from the Superintendent of Public Instruction before receiving allocated funds

Allocated funds must be used exclusively for retention, recruitment, training, and professional development of teachers and other educational personnel

School district superintendents must submit annual reports to the Department by November 1 detailing how funds were spent and the success of teacher retention, recruitment, and training efforts
