School districts employing J-1 visa holders through teacher exchange programs are prohibited from contracting with program sponsors or recruiters that charge more than $10,000 in total fees and costs per participant or applicant

The $10,000 fee cap applies to both program sponsors and entities that recruit candidates for teacher exchange programs

Existing contracts or partnerships in place as of July 1, 2025 are exempt from the prohibition, but any renewals or extensions after that date must comply

The substantive provisions take effect July 1, 2025, with immediate effect upon passage for regulatory and administrative preparation
