Eliminates the 2-year statute of limitations for civil wrongful death actions when the death was a homicide, allowing heirs and personal representatives to file suit at any time upon showing by preponderance of evidence that the death was a homicide committed by the wrongdoer

Revises the definition of "heir" for wrongful death actions to mean a person who would be entitled to inherit the decedent's property at the time the lawsuit is filed, rather than at the time of death

Applies retroactively to all past homicides, reviving civil actions that were previously time-barred under the former 2-year statute of limitations

Has no fiscal impact on state or local government

Becomes effective immediately upon passage and approval
