Authorizes limousine operators holding certificates of public convenience and necessity in counties with 700,000+ population (currently Clark County) to lease limousines to independent contractors, with Nevada Transportation Authority approval required for each lease agreement

Limits certificate holders to leasing no more than 75% of their authorized fleet, with only one limousine per independent contractor, and requires monthly vehicle inspections

Requires independent contractors to collect and remit technology fees to the Authority by the 10th of each month for compensable trips, with certificate holders jointly and severally liable for any violations

Makes violations a misdemeanor punishable by fines of $100-$1,000 and/or up to 6 months imprisonment, and authorizes the Department of Motor Vehicles to impose fee assessments with 10% penalties plus 1% monthly interest

Effective October 1, 2025, with immediate effect upon passage for regulatory preparation; no fiscal impact on local government but fiscal impact on state
