Committees for political action may use funds to contribute to candidates, legal defense funds, nonprofit corporations, other PACs, recall committees, political parties, or make independent expenditures

Nonprofit organizations, individual corporations/business organizations registered with the Secretary of State, and labor unions are excluded from the definition of "committee for political action" and its associated requirements

Defeated candidates may now retain unspent campaign contributions for use in their next election, but must dispose of funds within 4 years if they do not file for candidacy or appear on a ballot

Former public officers must dispose of unspent contributions within 15 days after the 4-year period following leaving office, with a transition deadline of October 1, 2029 for those with existing unspent funds

Corporations, nonprofits, and labor unions excluded from PAC status must still report expenditures exceeding $1,000 that are designed to affect election outcomes
