Nevada Assembly Bill 499 - Election Law Revisions

• Requires registered voters to present photo identification to vote in person, accepting IDs from Nevada DMV, other states, federal government, colleges, tribal nations, or a new digital ID card issued by the Secretary of State; voters without photo ID may cast a provisional ballot and must provide ID by 5 p.m. on the Friday after election day

• Mandates mail ballot return envelopes include the last four digits of the voter's driver's license number, social security number, or voter identification number, with clerks verifying either the signature or identifying number before counting the ballot

• Requires the Department of Motor Vehicles to issue free identification cards to registered voters experiencing financial hardship who attest to the hardship without requiring proof

• Establishes mandatory mail ballot drop box locations between the end of early voting and election day: 10 locations in Clark County (700,000+ population), 5 in Washoe County (100,000-700,000), with all drop boxes monitored during use and secured when closed

• Appropriates $548,528 to DMV for free ID card issuance and $3,200,000 to the Secretary of State for voter education and outreach, with requirements taking effect for the 2026 primary election and all subsequent elections
