Requires all contractors performing residential solar photovoltaic system work to obtain performance and payment bonds before starting work, changing from the previous law where the State Contractors' Board could only require bonds under specific circumstances

Increases required bond amounts from 50% to 100% of the contract value for both performance bonds (protecting property owners) and payment bonds (protecting laborers and material suppliers)

Mandates that bonds be issued by sureties included on the U.S. Department of the Treasury's Listing of Approved Sureties with "A" or better long-term debt ratings

Exempts contractors licensed before July 1, 2025 from the new requirements until their license renewal, unless they commit violations, have a contract voided by the homeowner, or receive five valid complaints within 15 days
