Authorizes governmental entities to charge reasonable fees for personnel and technological resources used to fulfill public records requests, in addition to existing fees for copies, but only if the entity adopts a written policy specifying the fee calculation method and requires written notice to requesters before preparing the information

Requires all requests to inspect, copy, or receive copies of public records to be submitted in writing and to identify the person making the request

Mandates that requesters make a reasonable effort to assist governmental entities in focusing their requests when records cannot be made available within five business days

Defines "technological resources" as any information, information system, or information service acquired, developed, operated, maintained, or otherwise used by a governmental entity

Takes effect immediately upon passage and approval; requires a two-thirds majority vote for passage
