Unused categorical grant money for adoption assistance programs in counties with populations of 100,000+ (Clark and Washoe Counties) will no longer revert to the State General Fund, but must continue to be used for child welfare services consistent with federal requirements under 42 U.S.C. § 673(a)(8)(D).

Appropriates approximately $7.98 million total from the State General Fund over fiscal years 2025-2027 for reinvestment of adoption savings across three budget accounts: Rural Child Welfare ($858,266), Washoe County Child Welfare ($1,943,620), and Clark County Child Welfare ($5,182,006).

Requires the Division of Child and Family Services, in consultation with the Office of Finance and other child welfare agencies, to conduct a study during the 2025-2026 interim on reinvesting unexpended adoption savings and develop a plan based on findings.

Each child welfare agency must conduct an internal audit to determine which state expenditures may qualify as eligible uses for reinvested adoption savings under federal law.

The reinvestment plan must be submitted to the Interim Finance Committee by February 1, 2026, and utilized by the Division and Governor when developing the 2027-2029 biennium budget.
