Establishes the School Health Access Resource Center within the Division of Health Care Financing and Policy to assist providers in evaluating and utilizing different methods of participating in and billing Medicaid for school-based services

Requires the Director of Health and Human Services to ensure local educational agencies and the Department of Education can receive Medicaid reimbursement for health services provided to Medicaid-eligible children on school premises

Creates incentive payment programs for certified community behavioral health clinics and federally-qualified health centers that partner with schools to provide Medicaid-covered services to enrolled children

Appropriates $829,000 from the State General Fund ($600,000 for contracts, $224,000 for staffing, $5,000 for equipment) to establish and operate the School Health Access Resource Center, with funds reverting after September 17, 2027

Requires the Director to submit a federal waiver request by October 1, 2025 to increase Medicaid reimbursement rates by at least 5% for school-based services and at least 10% for school-based health center primary care and preventive services
