Shortens health insurance claim payment deadlines to 21 days for electronic submissions and 30 days for non-electronic submissions (reduced from the previous 30-day approval plus 30-day payment timeline), applying uniformly to all private health insurers and administrators in Nevada.

Increases the interest rate on late claim payments to a flat 10% per annum, replacing the previous variable rate tied to the prime rate plus 6%.

Requires insurers to provide detailed written denial notices including all reasons for denial, specific policy provisions relied upon, the criteria used, and information about appeal processes.

Authorizes the Commissioner of Insurance to impose administrative penalties or suspend/revoke certificates of authority for insurers who fail to process claims within 60 working days or are not in substantial compliance with payment requirements.

Exempts Medicaid, Children's Health Insurance Program, and Public Employees' Benefits Program coverage from the new claims payment requirements, and requires insurers to submit annual compliance reports to the Commissioner by February 1.
