Requires applicants for licenses to operate medical facilities, hospitals, and programs serving children to authorize release of information from the Statewide Central Registry for child abuse or neglect reports from the preceding 5 years, in addition to existing fingerprint/criminal background check requirements.

Mandates that employees, temporary workers, and independent contractors at facilities providing residential services to children or psychiatric services to children must provide written authorization for child abuse registry checks within 10 days of hiring.

Extends the same child abuse registry check requirements to employees and contractors of intermediary service organizations that provide services to persons with disabilities or children.

Requires intermediary service organizations to terminate employment of any person found to have a substantiated report of child abuse or neglect if that person provides services to a child or person with a disability.

Authorizes the Division of Child and Family Services to deny, suspend, or revoke an intermediary service organization's certificate if the holder continues to employ someone with a substantiated child abuse/neglect report or if the certificate holder themselves has such a report.
