School district boards of trustees may authorize installation of camera systems on school buses to detect and cite drivers who illegally pass stopped school buses displaying flashing red lights

Peace officers must review recorded evidence before civil infraction citations are issued; citations are mailed to the registered vehicle owner, who is presumed to be the driver but may rebut this with a sworn affidavit

Violations detected by the camera system are civil infractions (not moving violations) with no demerit points assessed; fines must be at least equal to existing penalties under NRS 484B.353 ($250-$500 for first offense)

School districts must conduct a 30-day public awareness campaign before enforcement begins and submit annual reports to the Legislature on citations issued, revenue collected, and system effectiveness

All photographs and recorded images must be destroyed within 90 days after case resolution; collected fines go to the school district for transportation safety purposes
