Consolidates multiple existing fee waiver programs into a single unified waiver that the Board of Regents must grant for registration, laboratory, and other mandatory fees for eligible undergraduate and graduate students

Eligible groups include active Nevada National Guard members, children/widows/widowers of National Guard members killed in duty, Purple Heart veterans and their children, families of POW/MIA service members, homeless or unaccompanied youth, and members or descendants of federally recognized Indian tribes

Requires students to complete FAFSA (if federally eligible) and maintain a 2.0 GPA each semester; waiver amount covers fees remaining after applying all scholarships, grants, and non-loan financial assistance

Excludes trade, vocational, and professional programs from the consolidated waiver; students currently enrolled as of July 1, 2025 with waivers for excluded programs may continue using them until July 1, 2029

Effective July 1, 2025, with immediate effect upon passage for regulatory and administrative preparation
