County and city clerks must respond to Secretary of State requests for election data within 2 working days, and mail ballot central counting boards must begin counting ballots 15 days before election day and process each ballot within 24 hours of receipt unless granted a waiver.

"Provisional ballots" for same-day voter registration are renamed to "conditional ballots," and voters who move between counties and re-register are treated as updating their registration rather than registering anew, eliminating the provisional ballot requirement for address changes.

County clerks may now publish election notices on their websites or social media accounts instead of only in newspapers, and the deadline for distributing mail ballots to in-state voters changes from 20 days before the election to between the fifth and fourth Monday before the election.

The Secretary of State must establish the Voter Access Grant Program to provide grants to counties, cities, and tribal governments for election administration, equipment, poll worker pay, and voter outreach, with grant amounts proportionate to the number of eligible voters in each jurisdiction.

Mechanical voting systems are now required (rather than optional) for counting votes in all elections, and termination of existing voting system contracts is provisional until the county or city submits a Secretary of State-approved transition plan and signs a new contract.
