Transfers responsibility for paying costs and expenses of postconviction habeas corpus proceedings for indigent petitioners from the Office of State Public Defender to the Department of Indigent Defense Services

Applies to costs including court costs, stenographic services, printing, and reasonable compensation for legal services when petitioners cannot afford to pay

Requires the Reserve for Statutory Contingency Account to allocate funds to the Department of Indigent Defense Services (instead of the State Public Defender) when appropriations are exhausted

Extends the same funding transfer to compensation and expenses for attorneys appointed to represent indigent defendants in habeas corpus cases challenging convictions or sentences

Takes effect upon passage for regulatory preparation, with full implementation on July 1, 2025
