Prohibits state agencies from requiring a bachelor's degree for classified or unclassified positions unless the appointing authority determines the required knowledge, skills, or abilities can only be obtained through a bachelor's degree program

Requires appointing authorities to recognize relevant federal government employment experience as equivalent to Nevada state government experience for hiring, promotions, and pay determinations

Applies to both classified and unclassified state service positions

Eliminates the existing requirement for the Division of Human Resource Management to periodically review degree requirements for classified positions

Becomes effective upon passage and approval
