Expands blood testing of deceased motor vehicle crash victims to include commonly misused substances in addition to alcohol, with the specific substances determined by the coroner

Removes the 8-hour deadline for drawing blood samples from crash fatalities and the 30-day reporting deadline, instead requiring findings to be reported to the Department of Motor Vehicles upon receipt

Requires police officers to submit crash reports through the Department of Public Safety's electronic crash reporting system within 10 days of the crash date or the date of death if a fatality resulted

Mandates that the Department of Public Safety maintain the statewide crash data repository in collaboration with the Department of Transportation
