Creates a new Beneficiary Advisory Council within the Division of Health Care Financing and Policy to advise on Medicaid policy, consisting of at least one Division executive and four current or former Medicaid recipients or their supporters, with quarterly meetings required

Renames the Medical Care Advisory Committee to the Medicaid Advisory Committee and expands its membership to include HMO representatives and requires at least 25% of voting members to also serve on the Beneficiary Advisory Council

Increases meeting frequency for the Medicaid Advisory Committee from once annually to quarterly

Prohibits members of both the Council and Committee from serving consecutive 2-year terms, with initial appointments staggered so half expire on July 1 each year

Authorizes Medicaid recipient members of both bodies to receive additional compensation including transportation vouchers and child care reimbursement to facilitate participation, effective July 1, 2025
