Transfers authority over wildfire suppression mutual aid coordination from the Division of Emergency Management to the State Forester Firewarden of the Division of Forestry, including administration of the System and adoption of related regulations

Establishes the State Forester Firewarden as Co-Chair of the Intrastate Mutual Aid Committee alongside the Chief of the Division of Emergency Management, with committee members now jointly appointed by both officials

Requires participants to submit resolutions for joining or withdrawing from the System to both the Division of Emergency Management and the Division of Forestry (previously only Emergency Management)

Creates separate request pathways for mutual aid: Division of Forestry handles wildfire suppression requests, while Division of Emergency Management handles all other emergencies or disasters

Authorizes the Division of Forestry to facilitate reimbursement for wildfire-related mutual aid and grants both divisions immunity from liability for reimbursement claims
