Transfers game approval authority from the Nevada Gaming Commission to the Chair of the Nevada Gaming Control Board for administrative approval of new games and gambling games

Clarifies that restricted gaming licenses in counties with 100,000+ population (Clark and Washoe) require establishments to have at least 2,500 square feet of indoor patron space, a permanent bar, and a qualifying restaurant

Expands the definition of "information service" to include persons who provide risk management consulting for wagering pools on races, sporting events, or other wagerable events

Repeals provisions governing cash access and wagering instrument service providers, and removes system-based and system-supported games from the list of games licensed establishments may offer

Repeals existing global risk management provisions (NRS 463.810 and 463.820), consolidating those activities under the revised "information service" definition; effective July 1, 2025
