Reduces pre-session bill draft requests for incumbent Assembly members from 9 to 6 and for incumbent Senators from 18 to 12, with requests split equally between August 1 and December 10 deadlines

Decreases leadership bill draft allocations: Speaker of Assembly and Senate Majority Leader reduced from 15 to 10 requests; Assembly and Senate Minority Leaders reduced from 10 to 5 requests

Lowers constitutional officer bill draft limits: Lieutenant Governor from 3 to 2; Secretary of State from 8 to 6; State Treasurer from 5 to 4; State Controller from 5 to 4; Attorney General from 20 to 16

Moves the Governor's legislative agenda bill drafts (up to 5 measures) deadline from the 19th day of session to August 1 preceding session for non-election years, or between the first Monday in January and the first day of session for gubernatorial election years

Establishes new requirement that legislators must provide sufficient drafting detail or withdraw requests by each deadline, or lose corresponding allocations in subsequent deadline periods
