Clarifies that "Executive Budget" for fiscal note purposes means the proposed budget the Governor submits to the Legislative Counsel Bureau Director no later than 14 calendar days before the regular legislative session begins

Amends NRS 218D.415 to add a statutory definition of "Executive Budget" for determining fiscal effect statements in bill and joint resolution summaries

Amends NRS 218D.430 to specify the same "Executive Budget" definition for determining when the Fiscal Analysis Division is exempt from obtaining fiscal notes on budget-related legislation

Fiscal notes are required for bills creating fiscal liability or decreasing revenue exceeding $2,000, or affecting state prison terms/parole, but not for bills relating exclusively to the proposed executive budget
