Appropriates funds for $1,000 quarterly retention incentives to state employees in multiple bargaining units for FY 2025-2026 and FY 2026-2027, totaling approximately $85 million across various funding sources including the State General Fund and State Highway Fund.

Designates all retention incentives and benefit funding as one-time appropriations for the 2025-2027 biennium only, with remaining balances reverting to the originating fund by September 17, 2027.
