Registered voters with no political party affiliation may vote in a major political party's primary election by requesting a partisan mail ballot no later than the seventh Monday before the primary or by appearing in person during early voting or on election day

County clerks must prepare and distribute partisan mail ballots to nonpartisan voters who request them, and record on the statewide voter registration list which party's ballot was requested

Removes the requirement for automatic voter registration agencies to notify people they cannot vote in partisan primaries unless they indicate a party affiliation; that restriction now only applies to presidential preference primaries

Updates mechanical voting system requirements to allow counting of primary election votes cast by nonpartisan voters who request a partisan ballot, while maintaining the prohibition for presidential preference primaries

Election board members must issue partisan ballots and voting receipts to nonpartisan voters who request them, and county clerks may require these voters in small precincts (under 5% per party) to vote in the same manner as other nonpartisan voters
