Requires scholarship organizations to register with the Department of Education and submit quarterly reports on grant recipients, including demographic data, grant amounts, and school information

Schools receiving scholarship grants must submit annual academic progress reports by August 1, including student grades, progress assessments, and disciplinary information; non-compliant schools may be suspended or disqualified from the program

Establishes grant award priority order: first to returning students, then to siblings of current recipients, then by application date with preference for lower-income households and students from lower-rated public schools

Limits donation carry-forward period to 5 years and caps administrative fees scholarship organizations may charge families at $25 per application
