Requires certification for anyone holding themselves out as a "certified prevention specialist," who implements evidence-based substance use and behavioral health prevention programs in schools and communities, with certification issued by the Nevada Certification Board or the Division of Public and Behavioral Health.

Prohibits minors (under 18) from providing or supervising peer recovery support services for compensation, and authorizes civil penalties and injunctions against violators.

Mandates child abuse and neglect background checks for certified prevention specialists working with minors, with termination required if substantiated reports are found within the preceding 5 years.

Adds certified prevention specialists to mandatory reporter lists for both child abuse/neglect and elder/vulnerable person abuse, requiring reports within 24 hours of knowledge or reasonable suspicion.

Requires substance use disorder prevention coalitions to employ or contract with certified prevention specialists to carry out their prevention duties, effective July 1, 2026.
