Defines "incarcerated" as confinement in a local detention facility, county jail, or state prison for purposes of wrongful conviction civil actions

Makes technical changes clarifying when a conviction is reversed or vacated, separating the requirements for dismissal of charges from the requirement that the reversal not be based on legal error unrelated to innocence

Subjects "any other relief" awarded by courts in wrongful conviction cases to the existing $100,000 per calendar year limitation, where previously such relief was exempt from this cap

Applies only to wrongful conviction actions filed on or after the effective date of the bill

Becomes effective upon passage and approval
