Late payments trigger 9% annual interest beginning on the 38th day after receipt of a proper invoice, with interest paid from the agency's operating budget rather than grant funds

Applies only to grants with 501(c) nonprofit organizations that provide reimbursement for services on a scheduled basis; excludes direct cash assistance, subsidies, loans, and formula-based funding

State agencies must mark invoices with receipt date, review promptly, and notify grant recipients of defects within 2 business days; electronic submissions are permitted

Exempts the Legislative and Judicial branches, Nevada System of Higher Education, and capital improvement grants; effective July 1, 2025 for grants executed, renewed, or extended on or after that date
