Creates the Healthy Soils Initiative within the State Conservation Commission to encourage adoption of soil health practices by producers, promote understanding of environmental and economic benefits, and support scientific research into soil health including carbon storage potential of agricultural soils

Authorizes the Commission to establish a voluntary grant program for soil health activities and projects, with priority given to conservation districts working with producers and historically underserved producers

Establishes the Fund for Soil Health in the State Treasury to receive gifts, grants, and donations, with the Commission authorized to use funds for planning, developing, and implementing the Initiative

Declares information about producer identity and practices in Commission records confidential unless the producer provides express written permission for release

Requires the Commission to study and report to the Legislature beginning January 1, 2036 on progress toward Initiative goals, with options to expand measures or recommend repeal if significant progress has not been made
