Removes the requirement to obtain a logging permit from the State Forester Firewarden for "cutting operations," while maintaining the permit requirement for "logging operations" (commercial harvesting)

Eliminates the obligation for timber owners to sow grass seed on skid trails, roads, and landings after completing a cutting operation; this requirement remains only for logging operations

Removes the requirement for timberland conversion certificate holders to provide copies of the certificate to timber operators prior to cutting operations
