Extends the maximum duration for temporary conversion of agricultural water rights (for wildlife purposes or water quality/flow improvement) from 3 years to 5 years, with extensions also increased from 3-year to 5-year increments

Authorizes the State Engineer to deny temporary conversion applications or limit their duration if not in the public interest, and prohibits approval for groundwater rights with 4 or more consecutive years of documented nonuse

Requires temporarily converted agricultural water rights to revert to their previous beneficial use upon expiration, and specifies that temporary conversions cannot be used to perfect water rights or count as consumptive use

Exempts water rights enrolled in federal land/water conservation programs or state-administered water conservation programs from forfeiture and abandonment provisions

No fiscal impact on state or local government
