Mandates juvenile courts make specific findings before committing a child to a regional treatment facility, including that appropriate community alternatives do not exist or have proven unsuccessful

Requires courts to determine the child poses a public safety risk based on risk assessment, delinquency history, and offense seriousness before commitment to a regional facility
