State Board of Parole Commissioners may grant "second look review" to prisoners convicted of category A or B felonies who have served at least 10 years of their minimum sentence, have not been sentenced to death, and do not pose a significant public safety risk

Applications for second look review may be submitted by prison officials, the prisoner, attorneys, family members, or medical/mental health professionals, with hearings conducted similarly to standard parole considerations

Expands youth offender parole eligibility from offenses committed under age 18 to offenses committed under age 25, allowing parole after 15 years for non-death offenses or 20 years for single-victim death offenses

Prisoners convicted of offenses resulting in two or more deaths remain ineligible for the youth offender parole provisions regardless of age at offense

Provisions apply retroactively to offenses committed before, on, or after January 1, 2026, with full implementation effective January 1, 2026
