Defines E-Verify as the electronic employment verification system established under 8 U.S.C. § 1324a and administered by the U.S. Department of Homeland Security

Assigns enforcement authority to the Labor Commissioner

Authorizes administrative penalties of up to $5,000 per violation, with the Labor Commissioner permitted to establish a sliding scale based on violation severity

Requires the Labor Commissioner to report violations to the Attorney General, who may prosecute offenders
