Counties with population of 100,000 or more (currently Clark and Washoe Counties) must include a heat mitigation plan in the conservation element of their master plan

Heat mitigation plans must address access to public cooling spaces, public drinking water, cool building practices, and shade over paved surfaces

Shade over paved surfaces may include shade structures and urban tree canopies, with preference for native or drought-tolerant tree species

Local governments are exempt from unfunded mandate provisions (NRS 354.599) for expenses related to implementing this requirement
